reason for promotion being denied to him) he could only suspect
was, on the Committee's part, a failure to act in accordance
with the generally accepted principles of British justice;
13. That as his request for information as to the grounds on
which Mr. Carrie and this Committee decided not to recommend his
promotion, and advised that clerks junior to him should be promoted
over his head, has been refused, and as he is anxious that these
reasons should now be placed before You for Your information,
Your petitioner is requesting that, in addition to the copy of
his Confidential Report Card referred to in 5 above, complete
copies of the minute or letter of the Honourable Director of
his Public Works forwarding my letter of 8th February, 1939, to the
Honourable Colonial Secretary, and all subsequent minutes in
his personal file, be forwarded to You with this Petition ;
14. That Your petitioner's reason for requesting that he be
informed of the grounds on which he had been passed over was
that he felt certain that, on his excellent record of service,
there was only one matter that could have been held against him,
and that, should it prove to be that one matter, he proposed to
appeal forthwith to You against such a travesty of British
justice;
15. That in case that one matter was indeed resurrected after
a lapse of six years (in the face of Your petitioner's excellent
record of service during those six years and the fact that he
had been deemed worthy of, and had been awarded, the Coronation
Medal in 1937) he is also requesting that all correspondence
relating to the charges brought against him in 1933 by Mr. W.J.
Carrie, then Assistant Colonial Treasurer, be forwarded with
this Petition for Your personal consideration;
16. That Your petitioner sincerely regrets that it is necessary
to burden You with this correspondence, and to make the special
request that this Petition be submitted for Your personal
